April 21 2021 – Navantia welcomes the publication of the final report by the Norwegian Safety Investigation Agency (NSIA) on the accident of the KNM Helge Ingstad frigate, which sank after colliding with the Sola TS oil tanker at dawn on November 8, 2018.
The report includes 28 recommendations to improve safety in the operation of ships and none of them are addressed to Navantia. Most of the recommendations go to the Royal Norwegian Navy and the Norwegian Defense Material Agency (NDMA)
The report looks at the sequence of events that occurred after the collision and the factors that contributed to the frigate running aground and eventually sinking. A first report, published in November 2019, already analyzed the circumstances that led to the collision.
The NSIA has carried out a rigorous and exhaustive investigation to describe what happened after the collision between the KNM frigate Helge Ingstad and the tanker Sola TS and Navantia wants to underline their professionalism.
The investigation has confirmed that the collision caused the frigate “serious damage, above those for which it was designed.” It has also concluded that “the sinking of the frigate could have been prevented if it had been closed before its evacuation.” “Doors, hatches and other openings on the frigate that had to be closed to maintain stability and buoyancy were not closed at the time of evacuation. As a result, the watertightness and buoyancy were not properly maintained and the ship ended up sinking, ”the report states.
Navantia also welcomes the NSIA’s conclusion that the passage of water through the axle line “was not a decisive factor in causing the sinking.” This matter had been mentioned by investigators in a preliminary report published a few weeks after the accident.
During the investigation, Navantia has maintained a strong collaborative relationship with the NSIA and has contributed data, documentation and analysis results. As an internationally recognized designer and builder, Navantia has the safety of its ships and the crews that operate them worldwide as a top priority. Therefore, he sees the research and collaboration with the NSIA as an opportunity in his commitment to the permanent improvement of his designs.
Navantia also has a cordial relationship with the Royal Norwegian Navy. KNM Helge Ingstad was the fourth of five frigates built by Navantia for the Royal Norwegian Navy between 2006 and 2011.
