US Navy Contracts Announcements June 21, 2018

CH2M Hill/Clark Nexsen Energy Partners JV, Englewood, Colorado, was awarded a $19,999,900 option under a previously awarded indefinite-delivery/indefinite-quantity, firm-fixed-price contract (N39430-17-D-1950) for the exercise of option one for energy architect/engineer and design services worldwide.  The work to be performed provides for design and engineering services with expertise in energy management, architectural, mechanical, electrical, civil, structural, and environmental disciplines related to the Department of Defense utility, water, and energy consuming systems within Naval shore infrastructure.  The total contract amount after exercise of this option will be $39,999,800.  Work will be performed at various Navy and Marine Corps facilities and other government installations within the Naval Facilities Engineering Command Southwest area of responsibility, and this option is expected to be completed June 2019.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  Task orders will be primarily funded by fiscal 2018 operations and maintenance (Navy) contract funds.  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.  (Awarded June 20, 2018)

Konecranes Nuclear Equipment and Services LLC, New Berlin, Wisconsin, is awarded $17,115,980 for firm-fixed-price delivery order N6247018F4068 under a previously awarded single award indefinite/delivery-requirements contract (N62470-16-D-2013) for procurement of one 25-ton portal crane at Puget Sound Naval Shipyard and Intermediate Maintenance Facility.  The work to be performed provides for design, fabrication, assembly, delivery, installation, and testing of one 25-ton portal crane.  The new crane will be equipped with a rotating superstructure, luffing boom, main hoist and a single line whip hoist.  The crane will be capable of simultaneous hoisting, slewing and luffing with rated load at rated speeds on curved tracks.  Work will be performed in New Berlin, Wisconsin (90 percent); and Bremerton, Washington (10 percent), and is expected to be completed by June 2020.  Fiscal 2018 other procurement (Navy) contract funds in the amount of $17,115,980 are obligated on this award and will not expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity.

Krempp Construction Inc.,* Jasper, Indiana, is awarded a $16,978,000 firm-fixed-price contract for the construction of the Crane Army Ammunition Activity, Ammunition Production, Shipping and Receiving Facilities at Naval Support Activity Crane.  The work to be performed provides for construction of a new shipping and receiving building, along with an ammunition production building for plating of metal pyrotechnical munition parts.  Supporting facilities include railroad tracks with ties and ballast, electric and water service, industrial and sanitary sewers, lighting, fencing, lightning protection, fire protection and alarm systems, roads, curbs, gutters, storm drainage, landscaping, and site improvements.  The demolition of 11 buildings is also included in this project.  Work will be performed in Crane, Indiana, and is expected to be completed by August 2020.  Fiscal 2018 military construction (Army) contract funds in the amount of $16,978,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-C-8701).

Austal USA, Mobile, Alabama, is awarded a $16,303,195 cost-plus-fixed-fee, cost-only, and firm-fixed-price modification to a previously awarded contract (N00024-17-C-2301) for Littoral Combat Ships class design services and integrated data and product model environment (IDPME) support.  Austal USA will provide class design products, including but not limited to technical analyses, non-recurring engineering, configuration management, software maintenance and development, production assessments, and diminishing manufacturing sources and seaframe reliability analysis. Austal USA will also maintain an IDPME that shall enable Navy access to enterprise data management, visualization, program management applications, network management and control.  Work will be performed in Mobile, Alabama (60 percent); Pittsfield, Massachusetts (40 percent); and is expected to be completed by June 2019. Fiscal 2014 shipbuilding and conversion (Navy); fiscal 2018 other procurement (Navy); and operations and maintenance (Navy) funding in the amount of $16,303,195 will be obligated at time of award, and funds in the amount of $1,590,331 will expire at the end of the current fiscal year. Leidos Innovations Corp., Gaithersburg, Maryland, is awarded a $14,133,010 cost-plus-fixed-fee and cost only modification to a previously awarded contract (N00024-16-C-5202) to exercise the options for integrated logistic support, fleet support, and life-cycle-sustainment of the Navy’s AN/SQQ-89A(V)15 Surface Ship Undersea Warfare systems.  Work will be performed in Norfolk, Virginia (43 percent); San Diego, California (28 percent); Yokosuka, Japan (9 percent); Bath, Maine (7 percent); Pascagoula, Mississippi (4 percent); Pearl Harbor, Hawaii (3 percent); Everett, Washington (3 percent); Mayport, Florida (2 percent); Rota, Spain (1 percent), and is expected to be completed by June 2019.  Fiscal 2018 other procurement (Navy); foreign military sales; fiscal 2014, 2016 and 2017 shipbuilding and conversion (Navy); and fiscal 2018 operations and maintenance (Navy) funding in the amount of $7,390,440 will be obligated at the time of award and $149,106 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Global A 1st Flagship Co.,* Newport Beach, California, is awarded a $9,592,792 cost-plus-fixed-fee modification to a previously awarded contract (N00024-17-C-4100) to exercise option period one of the contract to acquire services and material necessary to support and maintain all vessels assigned to the Naval Sea Systems Command Inactive Ship Maintenance Office Philadelphia, Pennsylvania; and active vessels assigned to the Guided-Missile Cruiser/Dock Landing Ship Modernization Detachment, Norfolk, Virginia.  Services include receipt, inspection, survey, maintenance and disposal of vessels. In addition, the contractor may perform structural, mechanical and electrical repairs.  Work will be performed in Philadelphia, Pennsylvania (80 percent); and Norfolk, Virginia (20 percent), and is expected to be completed by July 2019. Fiscal 2018 operations and maintenance (Navy) funding in the amount of $2,584,078 will be obligated at time of award and will not expire at the end of the current fiscal year.
